Water Rationing for Venezuel's Capital City
The capital of Venezuela is Caracas. This is a major city just a couple of miles from the Caribbean Sea.
If a concerted effort would be made to install a major desalinization plant, this city would not have a major water shortage.

It's just natural that, if you've been Mayor of Mexico City, that you would be qualified to head the World Water Council. Mexico is such a leader in water conservation and desalinization for subsistence and farming.
